A labelmaker is used to label things. The labels do not stick well on every surface, but stick really well to themselves. To label cables, wrap it around and glue it against itself: it will look like a flag.
As a simple alternative, a piece of masking tape labeled with permanent marker can often do the job but won't look as neat.
Consumables
This device eats thermal paper label cassettes. Similar to inkjet catridges, decent generic products can be found for a fraction of the cost of the originals.
